Why do people say "I'll tell you later" and then not follow through with discussing the topic?

As a native English speaker I know how annoying this can be sometimes. There are those people who maybe don´t have the time at that moment to explain something to you and will say “I´ll tell you later” and will have the intention of “telling you later”. On the otherhand though, “I´ll tell you later”…
